The commentary says: "The commentary says... phenomena conforming to the movement of the mind." This sets forth the entities of the phenomena conforming to the movement of the mind. The words "phenomena associated with the mind" mean all mental factors. "Two kinds of vows" are matter conforming to the movement of the mind. The words "those phenomena" mean those three classes of phenomena. The words "and the characteristics such as arising of the mind" mean the primary characteristics on the above three classes of phenomena and on the mind. "All of these are called phenomena conforming to the movement of the mind" summarizes what precedes. The Nyāyānusāra states: "For what reason are their secondary characteristics not mentioned? The reason they are not mentioned will be analyzed later on its own."
