"Because the outflows increase in accordance with them" explains the meaning of tainted (sāsrava). "With them" refers to the aforementioned suffering and origin. "Outflows" (āsrava) refers to afflictions; leaking faults without end, afflictions are called outflows. Because the outflows equally follow and increase in those truths of suffering and origin, the truths of suffering and origin are called tainted, because they possess those outflows. Therefore the treatise says: "Because the outflows equally follow and increase therein (the outflows mutually accord with and mutually increase within the associated phenomena and the objective phenomena of suffering and origin, their powers being equal relative to one another, hence called 'equally')." Furthermore, the treatise says: "Taking the truths of cessation and the path as objects, although outflows may arise, they do not follow and increase; hence, they are not tainted." The meaning of not following and increasing will be extensively explained in its own right in the "Chapter on Latent Tendencies" (Anuśayanirdeśa).
