從此第三，明劫初有王，論云：「劫初人眾為有王為無？」頌曰：

Next, the third [section] clarifies that at the beginning of a kalpa there was a king. The treatise says: "At the beginning of a kalpa, did the human multitude have a king or not?" The verse says:
