13.56

釋曰：前六句明無表類及所依大種，後兩句明表類及所依大種。無表無執受者，若定若散，一切無表無變礙故，名無執受。

The explanation says: The first six lines explain the category of avijñapti and its supporting primary elements; the last two lines explain the category of vijñapti and its supporting primary elements. "Avijñapti is unappropriated": whether in concentration or uncollected, all avijñapti is called unappropriated because it has no obstructive resistance.
