"The uncollected relies on the nature of uniform outflow, arising from appropriated, distinct primary elements" explains the primary elements upon which avijñapti relies. "The uncollected" refers to the prātimokṣa avijñapti of the desire realm. "Relies" refers to the primary elements on which avijñapti relies. These uncollected primary elements arise from homogeneous causes and are solely of the nature of uniform outflow. Moreover, because these primary elements are the fruit of an uncollected mind, they are called appropriated; there is necessarily an attached mind that appropriates them as its own substance, hence they are appropriated. The phrase "arising from distinct primary elements" indicates that the seven branches of the three of the body and four of speech are each produced by distinct sets of the four primary elements, because the uncollected seven branches are mutually not a single fruit; hence these seven branches are produced by separate primary elements.
