"Avijñapti pervades desire and form" explains that avijñapti does not extend to the formless realm, because in the formless realm there are no primary elements; since there are no primary elements, how could avijñapti exist? Moreover, only where there are body and speech can there be discipline; in the formless realm body and speech do not operate, hence there is no discipline. Furthermore, the masters of the Vibhāṣā say: 'Morality (śīla) is generated to counteract bad discipline; bad discipline exists only in the desire realm, and the formless realm is fourfold distant from desire: first, distance of basis; second, distance of mental mode; third, distance of cognitive object; fourth, distance of antidote. Therefore in the formless realm there is no avijñapti-rūpa.'"
