"The ultimate neutral consists of two unconditioned [dharmas]": ultimate neutral refers to the two eternal dharmas, space and non-analytical cessation. Because they are eternal, they are called "ultimate." Because they are not realized through the Path, they are called "neutral." In truth, conditioned neutrals are termed "intrinsically neutral." This treatise treats them briefly and does not discuss them, whereas the *Nyāyānusāra* clarifies them in full. One should know that among neutrals there are no concordant or motivative neutrals. Question: "If the power of motivation causes bodily and vocal karma to become wholesome or unwholesome, and the great elements capable of creating this karma are also produced by motivation, why are the great elements only neutral in nature?" Answer: "Because the mind of the agent originally intends to initiate karma, not the four great elements; therefore, it does not constitute a parallel case."
