14.45

不律儀亦然者，此明不律儀無表約世成就，如別解脫戒，故言亦然。謂至未捨惡戒已來恒成現在，初剎那後亦成過去。

'The same holds for non-restraint': this explains that possession of the avijñapti of non-restraint across the times is like the precepts of prātimokṣa, hence it says 'the same holds'. That is, as long as evil precepts have not been abandoned, one always possesses the present; after the initial moment, one also possesses the past.
