釋曰：初兩句是第一句，下兩句是第二句。成表非無表者，標也。住中劣思作者，釋也。住非律非不律，名為住中，謂住中人以微劣心造善造惡，唯發表業，以心輕故不發無表。

The explanation says: The first two lines are the first clause, and the latter two lines are the second clause. "Possessing manifestation and not non-manifestation" presents the topic. "Belongs to one dwelling in the intermediate who acts with weak intention" explains it. Dwelling in neither discipline nor non-discipline is called "dwelling in the intermediate". This means a person dwelling in the intermediate who performs wholesome or unwholesome actions with a weak and inferior mind generates only manifest karma; because the mind is slight, it does not generate non-manifestation.
