15.42

律儀亦在天者，人、天兩趣容有律儀。於人趣中，除北俱盧，彼無受戒，無別解脫戒；不入定故，無定、道戒。二形等人亦無善戒，於一身中起男女欲，俱增上故。又無志操，於正思擇無堪能故，無有極重慚愧心故。扇搋等身如鹵鹹田，不生嘉苗惡草，故無善戒惡戒也。

'Vows also exist among the devas': the two destinies of humans and devas can possess vows. Among the human destiny, excluding Uttarakuru—those [beings] do not receive vows, so they have no prātimokṣa vows; because they do not enter absorption, they have no absorption vows or path vows. Hermaphrodites and the like also have no wholesome vows, because in a single body both male and female desires arise and are both predominant; furthermore, they lack moral determination and have no capacity for correct discernment, and they have no extreme sense of shame and conscience. The bodies of ṣaṇḍhas and the like are like saline, alkaline fields that grow neither fine crops nor bad weeds; therefore they have neither wholesome vows nor bad vows.
