15.41

釋曰：惡戒人除北，二黃門二形者，明惡戒處，於人趣中唯三洲有，除北俱盧，彼無極重無慚愧故，故無惡戒。於三洲中，除黃門等亦無惡戒，扇搋、半擇，名二黃門。

Explanation: 'Bad vows belong to humans, excluding the North, the two eunuchs, and the two-sexed' clarifies the locus of bad vows. Among the human destiny, they exist only in the three continents, excluding Uttarakuru; because those [beings] lack extreme shamelessness and lack of conscience, they have no bad vows. Among the three continents, excluding eunuchs and so forth, they also have no bad vows. Ṣaṇḍhas and paṇḍakas are called the two eunuchs.
