15.46

除中定無想者，謂於色界中，定梵王及無想天唯是異生，無無漏戒，故須除也。餘十六天有聖人故，皆容得有無漏律儀。

[As for the phrase] "Excluding the intermediate dhyāna and the non-conception [heaven]": this means that within the Form Realm, the Mahābrahmā of the intermediate dhyāna and the heaven of non-conception consist solely of ordinary worldlings and lack uncontaminated discipline; hence they must be excluded. Because noble persons exist in the remaining sixteen heavens, they all may achieve uncontaminated discipline.
