Regarding "The steadfast, in a stage free from passion, / do not produce [karma for] the next [life] if ordinary beings, / while noble ones do not produce [karma for] the next or subsequent [lives]": The nature of non-retrogression is called "steadfast"; this applies to both ordinary beings and noble ones. If they are non-retrogressing in a stage free from passion, an ordinary being does not produce karma [to be experienced in] the next life, because having the nature of non-retrogression and being free from the passion of this stage, they will definitely not take birth in the second life; hence they have no karma for the next life, but can produce the remaining three. A non-retrogressing noble person, in a stage free from passion, does not produce [karma for] the next or subsequent lives, because having the nature of non-retrogression, they definitely never take birth again in the lower stages; hence they have no [karma for] the next or subsequent lives, but can produce the remaining two. Regarding "along with those fallen from desire and the summit of existence": Although a noble person free from desire [for the Kāmadhātu] and a noble person at the summit of existence may fall back, they also do not produce karma for the next or subsequent lives in the Desire Realm or the summit of existence, being identical to the aforementioned non-retrogressing noble ones; hence the verse includes the word "along with". Those who fall back from being free from desire or from the summit of existence must fall back from the fruit; and all who fall back from the fruit definitely do not die [in that state], but cultivate again and regain the fruit; therefore they never again take birth in a stage free from passion, and hence they have no karma for the next or subsequent lives.
