Regarding "and karma that definitely ripens, / for one who has attained permanent detachment from a stage, / fruit in the present life is definitely brought about": This indicates karma whose retribution is definite and time indefinite. That is, for an arhat or a non-returner, in whichever stage they reside, being free from the defilement of this stage is called "having attained karma permanently detached from a stage". Regarding this karma permanently detached from a stage: when the noble one was not yet free from defilement, they performed good and evil karma in this stage; and there is good karma cultivated at the time of freedom from defilement. Among such karmas, those whose maturation is definite and time indefinite will definitely bring about fruit in the present life. That is, because one will no longer take birth in this stage, it brings about fruit in the present life. If in this stage there is karma definite for the next or subsequent lives, they definitely cannot have permanent freedom from defilement, and must experience the maturation fruit in the next or subsequent lives. If both maturation and time are indefinite, then because of permanent freedom from defilement, they will never again experience maturation.
