As for the preparation for stealing arising from greed: it means initiating the preparation for stealing according to what one needs. Arising from hatred: it means desiring to eliminate an enemy, giving rise to a furious mind, and initiating the preparation for stealing. Arising from delusion: it means kings and the like confiscating the property of evil people, thinking it should be so by law. Furthermore, Brahmins say: 'In the beginning of the kalpa, the Great Brahma king bestowed worldly wealth upon all Brahmins; later, when the power of Brahmins grew weak, they were encroached upon and had their belongings enjoyed by inferior castes. Nowadays, when Brahmins enjoy others' worldly wealth in various ways, they are entirely using their own wealth, and there is no sin of stealing.' Such acts initiate the preparation for stealing from delusion.
