"Afflictions frequently active" identifies the entity of the affliction obstruction. Afflictions are of two kinds: first, frequently active, meaning afflictions that constantly arise, spanning both higher and lower grades; second, vehement, meaning the highest grade of afflictions. It is only in terms of being frequently active that they constitute the affliction obstruction. If a high-grade affliction is not frequently active, then although it is vehement, because it does not arise constantly, it can easily be subdued and eliminated, so it is not spoken of as an obstruction. A low-grade affliction, though not vehement, if it is frequently active, is difficult to eliminate repeatedly, and so is spoken of as an obstruction. Therefore, among afflictions, regardless of whether high or low, only those that are frequently active are called affliction obstructions.
