"Along with all bad destinies, Uttarakuru, and the heaven of non-conception" identifies the entity of the retribution obstruction. The whole of the three bad destinies, Uttarakuru, and the heaven of non-conception are fruition obstructions. Question: "What phenomena do these obstruct?" Answer: "They obstruct the noble path and the preparatory practices for the noble path (preparatory practices refers to the seven stages of expedient practice)." The Śāstra states: "Among these three obstructions, both the affliction and karmic obstructions are grave, because one who possesses them cannot be cured even within the second life (explanation: not obtaining the path even in the second life is called 'cannot be cured')." The Śāstra also states: "The Vaibhāṣikas explain it thus: because the former can project the latter, the latter is lighter than the former (explanation: afflictions project karma, and karma projects fruition)." In terms of fruition, there is definitively no other karma or other life that can intervene, hence it is called 'immediate' (ānantarya). Alternatively, committing this karma will inevitably lead to falling into hell without any intermediate interval, hence it is called 'immediate'."
