18.19

釋曰：苾芻者，要大苾芻方能破僧，必非在家、苾芻尼等。見淨行者，見謂見行人，非愛行者。淨謂持戒者，非犯戒人。以犯戒者言無威故。

Explanation: "A monk": it must be a fully ordained monk (bhikṣu) who is able to split the Saṅgha; it definitely cannot be a householder, a nun (bhikṣuṇī), or the like. "Of views and pure conduct": "views" means a practitioner of views, not a practitioner of attachment. "Pure" means one who observes the precepts, not a precept-breaker. For the words of a precept-breaker lack authority.
