18.29

佛滅者，佛滅度後，無真大師為敵對故。未結界者，無一界中僧分二部故。於上六位，無破法輪。

"After the Buddha's parinirvāṇa": after the Buddha passes into nirvāṇa, there is no true Great Teacher to stand in opposition. "Before fixing the boundary": because the Saṅgha cannot be divided into two factions within a single boundary (sīmā). In the above six positions, there is no splitting of the wheel of the Dharma.
