'Form and consciousness are not higher than the eye': form and consciousness in relation to the eye are equal or lower, not higher. 'Equal' means of the same level: as when an eye of the desire realm sees form of the desire realm, form and consciousness are both of the same level as the eye. If, using an eye of the second dhyāna, one sees form of the first dhyāna, the form and consciousness belong to the first dhyāna while the eye belongs to the second dhyāna; in this case, form and consciousness are both on a lower level in relation to the eye. Because form of a higher level is subtle, an eye of a lower level cannot see higher form; therefore, form is not above the eye. Because a higher consciousness does not rely on an eye of a lower level, consciousness is not above the eye. Due to this principle, form and consciousness are not above the eye.
