The explanation says: To explain this verse, one must first know that the three—body, eye, and form—all pertain to five levels: namely, in the desire realm and the four dhyānas. Eye-consciousness exists only in the desire realm and the first dhyāna.

'The eye is not lower than the body': when viewing the eye faculty in relation to the body, it is either equal or superior; it never resides below. Now, when an eye of the desire realm sees form of the desire realm, this is the eye being equal to the body ('equal' is said because they are of the same level). When the body is in the desire realm and one attains an eye of the four dhyānas, this is the eye being above the body. There is definitely never a case where, with the body residing on a higher level, one gives rise to an eye of a lower level; because when born on a higher level one naturally has a superior eye, there is no need to give rise to an inferior eye of a lower level. Therefore, the eye never resides below the body.
