20.10

餘過未遍行者，餘謂見、疑、無明，貪等外故名之為餘。見、疑、無明若在過去、或於未來未斷，皆能遍縛三世一切事境，以共相惑定遍起故。

As for "the rest in past and future are omnipresent": "the rest" refers to views, doubt, and ignorance; being other than attachment and the like, they are called "the rest". If views, doubt, and ignorance are in the past or are in the future and not yet severed, all of them are able to ubiquitously bind all phenomena and objects of the three time-periods, because defilements of universal character definitely arise everywhere.
