初二亦退捨者，謂異生於煗、頂亦由退捨，非聖人也。異生於忍及世第一亦無退捨。

[As for] "The first two are also relinquished through retrogression": this means that ordinary beings, regarding Heat and Summits, also relinquish them through retrogression; noble beings do not. Ordinary beings also have no relinquishment through retrogression with respect to Acceptance and the supreme mundane dharmas.
