Regarding "Or through possessing spokes and so forth," the word 'or' indicates the explanation of Venerable Ghoṣaka. He explained that the path of seeing has spokes, a hub, and a rim, resembling a worldly wheel: that is, the eightfold noble path resides solely in the path of seeing; right view, right thought, right effort, and right mindfulness resemble worldly spokes, because the four including right view turn relying on morality, and are thus called spokes. Right speech, right action, and right livelihood resemble the worldly hub, because the three including right speech take morality as their essence, and morality is that upon which the manifold practices such as right view rely; hence it is called the hub. Right concentration resembles the rim, because it collects right view and the others, keeping them from dispersing; hence it is called the rim. Question: "How is it known that the Wheel of Dharma is solely the path of seeing?" Answer: "Because when the path of seeing arose in Kauṇḍinya and the others, the earth deities and heavenly deities passed the word, proclaiming: 'The World-Honoured One has turned the Wheel of the True Dharma.'"
