語通由自下者，化所發語通自下心，謂欲初禪化所發言，此言必是自地心起。依二禪等化所發言，此必依下地心發，謂二禪等無尋伺故無發語心，起下初禪心而發語也。

Regarding "the utterance of speech operates through its own or a lower [stage]": the speech uttered by an apparition operates through a mind of its own or a lower [stage]. That is, the words uttered by an apparition of the desire realm or the first dhyāna must be produced by a mind of their own stage. Words uttered by an apparition based on the second dhyāna or above must be issued based on a mind of a lower stage; that is, because the second dhyāna and above lack investigation (vitarka) and examination (vicāra), they have no mind that produces speech, so one arouses a mind of the lower, first dhyāna and issues speech.
