未曾由加行，曾修離染得者，此明五通於無始來若未曾得，由加行得；曾已串習，由離染得。

Regarding "those never before [practiced] are obtained by preparation; those previously cultivated are obtained by detachment": this explains that from beginningless time, if these five supernormal knowledges have not been obtained before, they are obtained through preparation; if they have already been practiced before, they are obtained through detachment.
