離上七近分者，明重空等三依十一地起，謂欲界、未至、中間、四本靜慮、四本無色也。初禪已上七近分地，無重空等三，故言離也。

'Excluding the upper seven threshold stages' explains that the three such as double emptiness arise based on eleven grounds: namely, the desire realm, the unreached, the intermediate, the four fundamental dhyānas, and the four fundamental formless realms. In the seven threshold grounds above the first dhyāna, the three such as double emptiness do not exist; therefore it says 'excluding'.
