憂及後八非者，憂根及後信等八根是非異熟，憂通善惡，信等八根唯是善性，是有記故，故非異熟。

"Grief and the last eight are not" means: the grief faculty and the last eight faculties of faith and so forth are non-ripening. Grief extends to both wholesome and unwholesome, while the eight faculties of faith and so forth are exclusively of a wholesome nature; because they are determined (karmically consequential), they are not ripening.
