4.21

遍於一切心者，釋得地名也。此十心所遍三性等一切心品，諸餘心所即不能遍，故於此獨名大地法。

"Pervade all minds" explains how they obtain the name of the ground. These ten mental factors pervade all classes of mind across the three moral natures, whereas the other mental factors cannot pervade them; therefore, these alone are called universal factors.
