The commentary explains: 'Desire and Form' is the category of realm-inclusion: these name-groups and so forth are bound to the Desire and Form Realms. Because name-, phrase-, and phoneme-groups exist dependent on sound, and in the Formless Realm there is no sound, there are no names and so forth there. 'Included among sentient beings': the treatise states, 'Furthermore, name-groups and so forth are included among sentient beings; they are possessed by the speaker, not by the referents they reveal.' The explanation says: 'Possessed by the speaker' shows that they belong exclusively to sentient beings. 'Not by the referents they reveal' clarifies that they do not extend to non-sentient things.
