有覆從八生者，謂色界有覆心從八心生，於十二心中，除欲二染及學、無學。
"Impeded [arises] from eight": this means that an impeded mind of the form realm arises from eight minds. Among the twelve minds, the two defiled [minds] of the desire [realm] and the [minds of the] learner and non-learner are excluded.
