9.59

釋曰：傳許約位說者，傳許，世尊唯約分位說十二支，不據剎那等也。分位緣起，經部有破，論主意明，故言傳許。

The commentary says: "Tradition accepts that it was taught in terms of states" means that tradition accepts the World-Honoured One taught the twelve links solely in terms of the positional states, not on the basis of the momentary, and so forth. Because the Sautrāntikas refuted positional dependent origination, the treatise author makes this clear, hence stating "tradition accepts."
