"For neutral, the conformative may be wholesome": if the Buddha's neutral mind is the prime motivator, its conformative motivating mind is either of a wholesome nature or also neutral; therefore, it says "may." Because when the World-Honored Buddha preaches the Dharma, his mind may increase and never flags or wanes, a neutral prime motivating mind admits of a wholesome conformative motivating mind; this refers to the Buddha having neutral minds. According to the Sarvāstivāda school, it is accepted that the Buddha has three neutral minds: fruition, transformation-result, and deportment. According to the Mahāsāṃghika school, it is said that the Buddha has no neutral mind, and his mind is solely wholesome, because the World-Honored Buddha is always in meditative absorption. Thus the sutra says: "The Nāga walks in concentration, the Nāga stands in concentration, the Nāga sits in concentration, the Nāga lies down in concentration (Nāga is translated here as dragon-head, designating the World-Honored Buddha)."
