'A defiled mind extends to both': a defiled mind is called 'possessed of latent defilements'; this being possessed of latent defilements extends to either increasing or not increasing, which is why it says 'both'. 'Increasing' refers to: first, a defiled mind associated with afflictions where the latent defilements have not been abandoned; second, where the latent defilements taking this defiled mind as an object have not been abandoned; therefore it is said to 'increase'. 'Not increasing' refers to: when what is associated with this defiled mind has already been abandoned, then it does not increase; yet it is still said to be 'possessed of latent defilements' because it was constantly associated [with them]. Because the nature of binding has been abandoned, it does not increase; because the nature of companionship is not severed, it was constantly associated. The accompanying nature cannot be severed; because of the nature of companionship, it is called 'possessed of latent defilements'.
