From 'The question says: The sūtras state that there is nirvāṇa' downward introduces the second section, next refuting the root of liberation. The question means: Since the sūtras state that nirvāṇa extinguishes person and dharmas, one should know that there must be the arising of person and dharmas; how can you say above that there is no person or dharma coming and going in saṃsāra? The answer means: Sentient beings and conditioned phenomena are originally unarisen, and therefore now there is nothing to be extinguished. Because they are originally unarisen, there is no root of bondage; now since there is no extinction, there is no root of liberation. Because there is no root of bondage, there is no saṃsāra; because there is no root of liberation, there is no nirvāṇa. The Avataṃsaka-sūtra says: 'Saṃsāra is not disordered; nirvāṇa is not tranquil.' Furthermore, as sought above, sentient beings and conditioned phenomena are unobtainable; therefore their arising and ceasing cannot be maintained.
