能感成壞業故者，即以尋伺、諂、誑等為火災業，喜為水災業，樂及二息等為風災業，欲界通善不善二業所感，上界唯善。

"Because of the karma capable of evoking formation and destruction" means that investigation, reflection, deceit, hypocrisy, and the like serve as the karma for the fire disaster; joy serves as the karma for the water disaster; pleasure and the two breaths, etc., serve as the karma for the wind disaster. In the desire realm, it is evoked by both wholesome and unwholesome karma; in the higher realms, it is evoked solely by wholesome [karma].
