問曰：何故前明所學處如是學法品首生起，此第三明能修學文前不生起，有何意耶。

Question: Why was the preceding clarification of the spheres to be learned introduced at the beginning of the Chapter on the Dharmas to be Learned, whereas before this third text on that which is capable of cultivating and learning, there is no introduction? What is the intention?
