10.143

前中，有二：初辨用經卷施及不施，謂有佛法同學求於經卷，菩薩自量若於此經已辨其義即應施與，若自未解須有尋讀不應施與。

In the former, there are two: first, distinguishing the giving and non-giving of scriptures: when a fellow student in the Buddha-Dharma asks for a scripture, the bodhisattva evaluates themself: if they have already understood its meaning, they should give it; if they have not yet understood it themself and need to consult and read it, they should not give it.
