五、明虛實，如經說乃至變化人盡受得戒，此即通於化人，非如小乘實報得受非變化人。

Fifth, explaining the illusory and real: as the sūtra states, even transformed beings can all receive and attain the precepts. This extends to illusory persons, unlike the Hīnayāna where only those with real karmic fruition can receive them and transformed persons cannot.
