言或有違犯說正法者欲將說者，泰云：謂或耆長故來違犯說法，法師為欲將護說法者心故不起迎。

Regarding the phrase 'or there is one who transgressive[ly] speaks the true Dharma and one intends to let him speak', Tai says: It means that perhaps a senior elder deliberately comes to transgressively speak the Dharma, and the Dharma master, wishing to protect the mind of the speaker of the Dharma, does not rise to welcome him.
