第三、於長者有德不起承迎生談論，測云：此明法施。又云：懈怠忘念者總說喜無記心，心法暫時不進義說懈怠忘念，非隨煩惱故非染犯也。無違犯中，有遭重病等十句。

Third, failing to rise to welcome an elder of virtue and initiate conversation. Ce says: This clarifies the giving of Dharma.
