設有已下，第三犯已能悔，初略後廣，一切違犯皆是惡作者，景云：若輕、若重皆可悔除，皆名惡作。

From 'if there should be' onward, the third [part] discusses being able to repent after having violated [a precept], first concisely and then broadly. Regarding 'all transgressions are misdeeds (duṣkṛta)': Jing says: Whether light or heavy, all can be eliminated through repentance, and all are called misdeeds.
