善士愛語中，云得處有因，制立學處者，景云：毘尼中，依有所犯得罪處制立學處。基云：即毘奈耶因事制戒也。

Under the pleasant speech of the virtuous person, regarding 'incurring infractions having causes, laying down training precepts': Jing states: In the Vinaya, training precepts are established on the basis of locus of offense where an infraction occurred. Ji states: That is, in the Vinaya, precepts are established in response to specific events.
