一切利行中，云未成熟者，測云：若依大乘未入三祇耶前名未成熟，若入祇耶之始已去名已成熟，亦如三十七卷中，明三品成熟。

Under all beneficial action, regarding 'the immature': Ce states: According to the Mahāyāna, before entering the three asaṃkhyeya kalpas one is called immature; from the beginning of entering the asaṃkhyeya kalpas onward one is called mature; this is also as explained in fascicle 37 regarding the three grades of maturation.
