10.91

測云：如其次第配前二十，基云：四者相續者，謂前不慳正法，謂不慳故相續為說，十者不擯，謂慶言慰有罪者不擯罰之但應慶慰。

Ce says: They correspond to the preceding twenty in their proper order. Ji says: The fourth, "continuous," means the preceding not being stingy with the true Dharma; because of not being stingy, one preaches continuously. The tenth, "not ostracizing," means consoling transgressors with celebratory words, not punishing or expelling them, but only offering congratulation and solace.
