展轉宣說者，如過去諸佛說此四法傳至現在，現在諸佛說此四法傳至未來，異生依尋此四行迹能趣人天勝果名趣大生，聖人依尋此四行迹得離三界名出第一。

Regarding 'successively proclaimed': just as past Buddhas taught these four dharmas and transmitted them to the present, so present Buddhas teach these four dharmas and transmit them to the future. When ordinary beings follow and trace these four paths of practice, they are able to proceed to the superior fruits of humans and devas, which is called 'proceeding to great birth.' When noble ones follow and trace these four paths of practice, they are able to leave the three realms, which is called 'surpassing to the foremost.'
