測云：素怛纜等十二分教如來處處散說，文殊、阿難結集處安置文句，前後次第制立十二，不增減也。
Ce says: 'The Tathāgata scattered and taught the twelve divisions of teachings such as the sūtras in various places; at the place of compilation, Mañjuśrī and Ānanda deposited the phrases and sentences, sequentially establishing the twelve divisions in order, neither adding nor subtracting.'
