彼於一一心剎那中已下，第三明一一剎那圓證一切菩提分法，地經言：菩薩於十地中悉具足一切助菩提分法，但第七地勝故得名，乃至廣說。今即於此第七住中具足發起一切佛法覺支圓滿者，於七地中念念恒起十波羅蜜故。

From "They, in each and every thought-moment..." downwards, the third [section] explains fully realizing all factors of awakening in each and every moment. The Daśabhūmika Sūtra says: "A bodhisattva in the ten stages is fully endowed with all factors aiding awakening, but because the seventh stage is superior, it receives the name," up to the detailed explanation. Now, "in this seventh dwelling, fully giving rise to all factors of awakening of the buddhas to completion" means that in the seventh stage, in thought-moment after thought-moment, one constantly gives rise to the ten pāramitās.
