言此菩薩在當地未成等覺亦能化生如雲雨說法，若成等覺佛已亦能化生雲雨說法。言與佛相似，如等覺菩薩名等覺。

This means that when this bodhisattva is in this very stage and has not yet achieved equal enlightenment, they can also transform sentient beings like cloud and rain expounding the Dharma; if they have achieved equal enlightenment as a Buddha, they can also transform sentient beings like cloud and rain expounding the Dharma. Saying that they are similar to a buddha, like an equally enlightened bodhisattva, they are called equally enlightened.
