依如來住者，十三住中如來住也。及依如來到究竟地者，七地中第七一分也，地住雙舉，攝義圓也。

Regarding 'relying on the dwelling of the Tathāgata': among the thirteen dwellings, it is the dwelling of the Tathāgata. And regarding 'and relying on the stage of the Tathāgata's ultimate arrival': it is a portion of the seventh among the seven stages; presenting both stage and dwelling makes the subsumed meaning complete.
